This document provides responses to industry questions regarding Opportunity AoI 0002, specifically related to the Automated Storage and Retrieval System (ASRS) and the Contracting Support Office (CSO) process.

• Data for Design: Specific data regarding weights, SKU counts, types, velocity, and geometry will be provided later in the CSO process. Bidders seeking this information for innovative solutions should anticipate future releases.
• Storage Capacity: Over half of the parts would fit in a standard Vidmar cabinet with four-inch drawers. Bins in mini-loads are currently divided up to 16 times, with some divided into four sections and others undivided.
• Operational Details: The facility typically operates two 11-12 hour shifts. Historically, about 10 people per shift managed the floor, now around 7. Labor reduction is an internal government matter.
• Inventory Definition: Inventory refers to verifying system counts against physical counts, with checkers validating parts using printed reports and physical audits to correct discrepancies.
• Order Fulfillment: Picking is real-time, with the system generating picks that are fulfilled generally the same day.
• Middleware & LMP Integration: Technical documentation for existing middleware is proprietary. Any replacement system must connect to the DoD-owned LMP, not necessarily through existing middleware. Interface requirements for LMP, including IP/port, data formats, and messaging protocols, will be shared later.
• Transaction Acknowledgment: No acknowledgment is provided by LMP or another system once a transaction leaves building 513.
• CSO Phase: The current phase is Phase 1 of the CSO. Bidders should review the original CSO for submission requirements.
• Digital Engineering/Twinning: Not currently used, but can be proposed as a solution brief for potential presentation in a later phase.
• Modernization Approach: Modernization is expected to occur live with minimal impact. Proposals for full system replacement should prioritize minimal operational disruption.
• Facility Power: Building main power is 12470-480/277volt, 3-phase 1500kva transformer with a 2000 Amp distribution panel.
• Installation Responsibility: If new equipment is required, installation is the contractor's responsibility.
• Post-Pick Movement: Parts are moved by forklift to dock crates by shop personnel. The system stops tracking after the pick is complete; LMP tracks further movement.
• IT System Architecture: ASRS runs on HP servers, but the control software runs separately on a Windows 10 PC. This setup is not currently compliant.
• Manual Processes: Moving parts from receiving to mini-load areas and moving picked items to shipping are currently manual (pallet jack, forklift, walking). Recommendations for improvement are welcome.
• Proposal Structure: Multiple options of the same solution type can be in one proposal; fundamentally different solutions require separate submissions.
• Building Structure: All ASRS buildings are freestanding with racks built inside.
• Cyber Requirements: STIG compliance is mandatory.

This document provides answers to industry questions regarding the "Oil Pump Test Stand" opportunity (Aol Title: Oil Pump Test Stand, CSO Aol Number: Aol 0001).

• PLC Requirement: The current test stand uses Allen Bradley PLC. While this is the government's current standard, alternative software options are acceptable if the software, cables, and one seat of training are included.

• Stand Operation: The government requires automatic operation for basic pass/fail testing. For diagnostic testing, a manually operated stand is acceptable if it is software-controlled and parameters can be adjusted via potentiometer, keyboard, or touch screen.

• Tooling/Adapters: The government does not have drawings for current tooling or test adapters. Offerors are expected to procure or build all necessary tooling and adapters based on the CSO requirements.

• Test Procedures: Only the test procedures outlined in the Aol document are available at this time. More information may be provided later.

• Site Visit: An organized site visit is scheduled for July 15, 2025, at 10:00 AM CST. Visitors must notify POCs three working days in advance and follow specific check-in procedures.

• The submission deadline for written solutions is August 6, 2025, at 5:00 PM CDT.

• The Aol closes on August 6, 2025, at 5:00 PM CDT.

This Area of Interest (Aol) is a request for innovative solutions to update and modernize the Anniston Army Depot's (ANAD) Automatic Storage and Retrieval System (ASRS) Information Technology components. The goal is to bring the system into compliance with current Army Security Technical Implementation Guides (STIG). ANAD is seeking innovative solutions to repurpose, replace, or retrofit the current system, considering new technologies, processes, or methods, or new applications of existing ones.

• The solution must address the Warehouse Management and Control System (WMS &WCS) software, servers, Programmable Logic Controllers (PLC), Human Machine Interfaces (HMI), Perle terminal server, and radio components for Automated Guided Vehicles (AGV).

• Contractors must design, manufacture, deliver, transport, install, demonstrate functional operation, and provide operator and maintenance training for the equipment.

• The solution must interface with the Army's Logistics Modernization Program (LMP) via TCP/IP and middleware.

• Cyber Compliance is a required element.

• The document does not specify contract type, period of performance, or estimated value.

• Site Visit: An organized site visit is scheduled for 25 June 2025, 10:00 AM CST. Interested parties must notify POCs at least three working days prior.

This document is a Commercial Solutions Opening (CSO) solicitation from the U.S. Army Contracting Command – Anniston Army Depot. It aims to acquire innovative commercial items, technologies, and services to modernize the Army's Organic Industrial Base (OIB) through Convergent Manufacturing. This includes advancements in agile facilities, connected digital enterprise, advanced manufacturing, Digital Twin, automation, and cybersecurity. The CSO is authorized under DFARS Subpart 212-70 and utilizes FAR Part 12 Commercial Item Procedures.

This CSO is a broad, continuously open solicitation until September 30, 2030, seeking innovative commercial products, technologies, and services. It may include linking legacy systems with modern digital systems, expanding modeling and simulation, and delivering materiel solutions. Specific requirements will be detailed in individual Areas of Interest (AoIs) posted separately.

Contracts awarded will be FAR-based, under Part 12 Commercial Item Procedures. Contracts will be fixed-price, potentially including fixed-price incentive fee contracts. The period of performance for any solution brief or CSP is generally no greater than 12 months, unless specified otherwise in an AoI.

The process may involve multiple phases: Phase 1 (Solution Brief), Phase 2 (Presentation/Pitch, if applicable), and Phase 3 (Commercial Solution Proposal - CSP). Solution briefs should not exceed five pages or fifteen slides and must include company information, executive summary, technology concept, and rough order of magnitude price. Evaluation is based on responsiveness, technical merit, and funding availability. Companies are encouraged to check SAM.gov for new AoI postings.

Both traditional and non-traditional defense contractors are eligible. Foreign-Owned businesses may submit independently or as part of a teaming arrangement with U.S.-Owned businesses.

• Companies must have a Unique Entity ID (UEI) and be registered in SAM and PIEE to receive an award.
