Contract Details

- Eligibility: Restricted to firms holding a current Master Ship Repair Agreement (MSRA) or Agreement of Boat Repair (ABR). Offerors must also have an updated registration in the System for Award Management (SAM).
Submission & Evaluation

- Submission Method: Electronic submission via email to the listed POC, or via DoD SAFE for large files.
- Evaluation Criteria: Award will be made to the responsible offeror whose proposal offers the lowest evaluated price and for which non-price factors are rated Acceptable. Evaluation factors include Price, Technical (Understanding the Work Package, Ability to Perform, Management Control & Quality Assurance), and Past Performance.
- Key Deadlines: Requests for Specification Clarification must be submitted no later than 15 calendar days before the offer due date.
Additional Notes
Proposals must be valid for at least 180 calendar days. Liquidated damages for delay are specified at $61,705.58 per calendar day. References for work items will be provided via DoD Safe. A forthcoming amendment will add additional work items and provide responses to clarifications.
