This amendment modifies Solicitation 36C25526R0074 as follows:

• Industry Day: Rescheduled from March 11, 2026, to April 22, 2026. Interested parties must respond by April 13, 2026.
• Questions Deadline: Extended from March 5, 2026, to April 15, 2026, at 11:00 AM CDT.
• RFP Response Date: Extended to May 5, 2026, at 11:00 AM CDT.
• Schedule of Requirements: Updated quantities for Topeka VAMC are included in Attachments A & B. Bidders must complete Attachment B as part of their proposal.

• Industry Day date and response deadline.

• Schedule of Requirements (Attachment A) and Price Schedule (Attachment B) with updated quantities for Topeka VAMC.

The proposal submission deadline has been extended to May 5, 2026. Bidders must also ensure they are using the updated quantities for Topeka VAMC as provided in Attachments A and B.

Solicitation / RFP / RFQ

This solicitation is for the lease and service of various endoscopes and peripheral equipment for VISN 15 facilities. The contract will be a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (ID/IQ) type with a four-year ordering period. This is a full and open competition.

• Lease of the latest technology in endoscopes and peripheral equipment, including AI capabilities and FDA approval.

• Equipment must be compatible with VA's Endoscopic Information System (EIS), ProVation MD.

• Specific types of scopes required include gastroscopes, colonoscopes, bronchoscopes, and ENT/Urology scopes, with detailed specifications for each.

• Comprehensive service and maintenance agreement required, including full repair coverage, prioritized repairs (24-48 hour turnaround), and provision of loaner units.

• Latest technology available on the market is required, including Artificial Intelligence (AI) capabilities.

• All scopes and peripheral equipment must be compatible with VA’s Endoscopic Information System (EIS), ProVation MD.

• Vendor must be an authorized distributor and submit an Authorized Distributor Letter from the OEM with their quote.

• Contract Type: Firm Fixed Price, ID/IQ

• Ordering Period: Four (4) Years

• Estimated Value: $40 Million

• Period of Performance: 04-01-2026 to 03-31-2030

• Offer Due Date: March 26, 2026, 11:00 am CDT

• Evaluation Factors: Technical Acceptability, Past Performance, and Price. Technical and past performance are significantly more important than price.

• This acquisition is Unrestricted (Full and Open Competition).

• Vendor must be an authorized distributor.

• Delivery to multiple VISN 15 facilities across Kansas, Missouri, and Illinois.

• Detailed specifications for numerous types of endoscopes and peripheral equipment are provided in Attachment A.

• Pricing details are outlined in Attachment B.

Amendment / Modification

This modification is issued to include additional information regarding the procurement.

• An Industry Day has been scheduled for potential offerors.

• The Industry Day is scheduled for March 4, 2026, at 3450 S. 4th Street Trafficway, Leavenworth, KS 66048. This event is intended to allow potential offerors to showcase their latest technology in scopes and end-item components.

The Department of Veterans Affairs, Network Contracting Office - NCO 15, intends to release a Request for Proposal (RFP) for a Scope Leasing and Service Contract for VISN 15.

• The core requirement is for Scope Leasing and Service.

• Full specifications will be detailed in Section B of the RFP.

• This is a Firm-Fixed Price, FOB Destination requirement.

• The North American Industry Classification System (NAICS) Code is 532490 – Other Commercial and Industrial Machinery and Equipment Rental and Leasing.

• The Product Service Code (PSC) is W065 – Lease or Rental of Equipment – Medical, Dental, and Veterinary Equipment and Supplies.

• The size standard for this NAICS code is $40 million.

• The RFP is expected to be released on or about February 20, 2026.

• Quotes are due by March 20, 2026, at 11:00 am Central Time (CT).

• Proposals must be submitted via email to veronica.flores@va.gov and jessica.barton1@va.gov, referencing "RFP - 36C25526R0074" in the subject line.

• Questions regarding the RFP must be submitted via email by March 6, 2026, at 11:00 am CT to the same email addresses, with the same subject line reference.

• This is intended as full and open competition.

• Prospective contractors must be registered in the System for Award Management (SAM.gov).

• Veteran Owned Small Business (VOSB) and Service-Disabled Veteran Owned Small Businesses (SDVOSB) must be verified in SBA Dynamic Small Business Search.

• Non-OEM firms must submit their Authorized Distributor Letter with their quote.

• Annual representations and certifications must be completed electronically per FAR 4.203.

• The Place of Performance includes VISN 15 locations in KS and MO, with specific locations detailed in the Statement of Work.
