This document, Attachment J10, is a Subcontracting Plan template required for large businesses submitting proposals. It must be completed in accordance with FAR 19.109 and FAR Clause 52.219-9 (Alternate II). The plan will be uploaded into SBCX by the apparent awardee prior to award.

• Plan Type: Bidders must select 'Individual', 'Master (Addendum)', or 'Commercial'. For this contract, an 'Individual' plan is expected.
• Subcontracting Goals: Bidders must fill in dollar ($) and percentage (%) goals for various small business categories (Small Business, Small Disadvantaged Business, Women Owned Small Business, Service Disabled Veteran Owned Small Business, HUBZone) for the base period and each option period. Zero dollars is not acceptable for these categories.
• Project Information: Requires details such as Solicitation/Contract No., Title of Acquisition, Contractor's Name, Period of Performance, and Total Contract Amount.
• Administrator Information: Details for the individual responsible for administering the subcontracting program.
• Methodology: Description of how goals were developed and potential sources identified.
• Reporting & Record Keeping: Assurances of cooperation, submission of reports (ISR, SSR via eSRS), and maintenance of records.
• Good Faith Effort: Assurances of making a good faith effort to acquire from small businesses and providing explanations for failures.
• Timely Payments: Assurances of timely payments to small business subcontractors.

Large business offerors must fully complete and submit this plan as part of their proposal. Failure to include essential information may lead to bid rejection. The plan details the offeror's strategy for subcontracting with small businesses, including specific goals and methodologies. It also outlines reporting and payment assurances. The U.S. Department of Health and Human Services (HHS) provides specific subcontracting goals for FY2024: Small Business (23%), Small Disadvantaged Business (5%), Women Owned Small Business (5%), Service Disabled Veteran Owned Small Business (5%), and HUBZone (5%). Bidders are expected to meet at least these percentages.
