Scope of Work
The project requires a Prime Contractor to furnish all personnel, materials, and services to construct a new Whiteriver Hospital on the existing 14-acre site. The new facility will replace the current hospital and expand services to include comprehensive primary, specialty, emergency, and behavioral health care, along with extensive ancillary and support services for a projected user population of 19,088 by 2030.
Key deliverables include:
- Construction of a new 407,000 SF hospital, facilities building, chiller plant, and pump house.
- On-site sitework, including underground utilities, earthwork, storm sewer, driveways, sidewalks, heliport, paving, landscaping, and irrigation.

Amendments & Clarifications
Multiple amendments have been issued, with the latest (Amendment 7, dated May 29, 2026) extending the proposal due date to June 30, 2026. Amendment 7 also provided Addendum E, clarifying various bid items and revising project manual documents and drawing sheets. Pre-Proposal RFIs 001-121 have been addressed, clarifying details on headwalls, storm drains, fireproofing, ICT infrastructure, and more. Wage rates (Attachments J06a, J06b, J06c) were updated on May 18, 2026. Offerors must acknowledge all amendments.
