Project Overview
This opportunity is for the construction of a new, technologically advanced Whiteriver Hospital to replace the existing facility on the Fort Apache Indian Reservation. The new hospital will serve a projected user population of 19,088 by 2030, expanding services to include comprehensive primary care, telemedicine, dental, eye care, audiology, emergency services, various specialty care areas (e.g., General Surgery, Orthopedics, Cardiology), psychiatry, social services, behavioral health, acute care, low-risk labor & delivery, pharmacy, laboratory, diagnostic imaging, rehabilitation, and numerous public health and administrative functions.
Scope of Work
The Prime Contractor will furnish all personnel, materials, and services to construct the new 407,000 SF hospital. The project includes:
- Construction of the main hospital facility, facilities building, chiller plant, and pump house.
- Demolition of the existing hospital after the new facility is built and vacated.
- Extensive on-site sitework, including underground utilities, earthwork, storm sewer, parking lots, drives, sidewalks, heliport, paving, landscaping, and irrigation.
- Off-site infrastructure, including two new wastewater treatment plants (WWTPs), improvements to AZ State Highway 73, upgrades to the Tribal Utility’s surface water treatment plant (SWTP), and replacement of a sewer main section.
- The project is fully designed as a bid-build effort.
- Optional work includes a whole campus water filtration system, spray fields, acoustic flooring, circadian lighting, bipolar ionization air filters, photovoltaic system with video cameras, acoustical panels, Hon-Dah Utility Campus work, PLC cabinets at SWTP, radon mitigation, off-site traffic signal/highway improvements, and medical equipment.

Key Clarifications & Amendments
The solicitation has undergone eight amendments, with the latest (Amendment 8, June 11, 2026) providing Addendum F, which includes clarifications for RFIs 125, 127, 128, updates to Specification 012300 (Additive Alternate 6 for PV System/Video Cameras), and revisions to glazing types/films. Section B of the solicitation, detailing pricing and CLINs, has been entirely revised and replaced by Amendment 8. Earlier amendments addressed numerous RFIs, updated wage rates, and extended the proposal due date multiple times to its current June 30, 2026 deadline.
