Quick Summary
The US Special Operations Command (USSOCOM) is seeking proposals for Wireless Network Deployment at Peterson Space Force Base, Colorado. This Total Small Business Set-Aside opportunity requires the design, development, and implementation of a Commercial Solutions for Classified (CSfC) Wireless Local Area Network (WLAN) to extend SIPRNet and NIPRNet for SOCNORTH. The project involves phased execution including study, design, equipment procurement, installation, testing, and validation, with a 60-day period of performance after award. Proposals are due May 21, 2026.
Scope of Work
The contractor will provide all labor, materials, equipment, and services for a phased approach:
- CLIN 0001 – Study and Design: Conduct pre-onsite assessments, site surveys, and deliver High-Level Design (HLD) and Low-Level Design (LLD).
- CLIN 0002 – Equipment Procurement and Installation: Procure, install, configure, and test the CSfC WLAN solution based on approved designs, leveraging Government Furnished Equipment (GFE) and procuring additional compliant equipment.
- CLIN 0003 – Testing and Validation: Perform testing and validation to ensure performance and security compliance.
- CLIN 0004 – Deliverables: Provide final documentation, including as-built diagrams, heatmaps, and configuration files. Project management support, including kick-off meetings, schedule maintenance, and progress reporting, is also required.
Key Requirements & Compliance
The solution must be NSA-compliant and nested within the USSOCOM CSfC wireless solution, adhering to:
- NSA CSfC Capabilities Package (CP) standards (specifically Campus WLAN CP V3.1)
- DoD Security Technical Implementation Guide (STIG)
- NSA Common Criteria
- DoD Instruction 8420 for Commercial WLAN Devices
- NISPOM compliance, with the executing team requiring a Secret clearance and the vendor being on the NSA CSfC approved trusted list. Performance standards include 95% signal coverage at -65dBm RSSI and a minimum 25dB SNR.
