Scope of Work
The contractor shall provide all labor, materials, equipment, and services through a phased approach:
- CLIN 0001 (Study and Design): Conduct pre-onsite assessments, site surveys, and deliver High-Level Design (HLD) and Low-Level Design (LLD).
- CLIN 0002 (Equipment Procurement and Installation): Procure, install, configure, and test the CSfC WLAN solution based on approved designs, leveraging Government Furnished Equipment (GFE). The contractor is responsible for procuring all necessary cabling.
- CLIN 0003 (Testing and Validation): Perform testing and validation to ensure performance and security compliance.
- CLIN 0004 (Deliverables): Provide final documentation, including as-built documentation, heatmaps, and configuration files. The solution must be NSA-compliant, nested within the USSOCOM CSfC wireless solution, and adhere to DoD STIGs and NSA Common Criteria.
Contract Details
- Type: Combined Synopsis/Solicitation (Request for Quotation - RFQ) for commercial services (FAR Part 12).
- Set-Aside: Total Small Business (NAICS 541512 – Computer Systems Design Services, $34M size standard). Limitations on Subcontracting (FAR 52.219-14) apply.
- Period of Performance (PoP): Not to exceed 120 calendar days after contract award. Offerors must submit a milestone schedule accounting for realistic equipment procurement lead times.
- Pricing: CLIN 0001 is Firm-Fixed-Price (FFP). CLINs 0002 and 0003 are Not-To-Exceed (NTE) FFP Lots, to be definitized based on CLIN 0001 deliverables. Travel costs must be embedded.
- Place of Performance: SOCNORTH HQ building, Peterson Space Force Base, Colorado Springs, CO.
Security & Compliance
Personnel performing on-site work require a minimum Secret clearance; those working unescorted in the Top Secret Data Center require a TS clearance or escort. The Government will not sponsor new clearances. The solution must comply with DoD Instruction 8420, establishing WPA3-Enterprise 192-bit mode as the DoD encryption standard, and adhere to NSA CSfC approved trusted lists. Floor plans will be released post-award after DD254 approval.
Evaluation & Award
Offers will be evaluated in accordance with FAR 52.212-2. Evaluation factors, in descending order of importance, are:
- Technical Approach: Emphasis on understanding CSfC, NSA compliance, and DoD STIG standards.
- Schedule Feasibility: Realism and achievability within the 120-day PoP, considering supply chain constraints.
- Price: Reasonableness, realism, and balance. Award will be made to the offeror representing the best value to the Government. Technical Approach is significantly more important than Schedule Feasibility, which is slightly more important than Price. Price gains importance as technical and schedule merits become more equal.
