Scope of Work
The contractor shall provide all labor, materials, equipment, and services through a phased approach:
- CLIN 0001 – Study and Design: Conduct pre-onsite assessments, site surveys, and deliver High-Level Design (HLD) and Low-Level Design (LLD).
- CLIN 0002 – Equipment Procurement and Installation: Procure, install, configure, and test the CSfC WLAN solution based on approved designs, leveraging Government Furnished Equipment (GFE).
- CLIN 0003 – Testing and Validation: Perform testing and validation to ensure performance and security compliance.
- CLIN 0004 – Deliverables: Provide final documentation, including as-built documentation, heatmaps, and configuration files.
The project requires adherence to NSA CSfC Capabilities Package (CP), DoD Security Technical Implementation Guide (STIG), and NSA Common Criteria standards. Personnel executing the project require a minimum of a Secret clearance.

Evaluation
Offers will be evaluated in accordance with FAR 52.212-2, based on the following factors in descending order of importance:
- Technical Approach: Significantly more important than Schedule Feasibility. Evaluates proposed methodologies, tools, and understanding of CSfC, NSA compliance, and DoD STIGs.
- Schedule Feasibility: Slightly more important than Price. Evaluates realism and achievability of proposed timelines, accounting for procurement lead times. Schedules exceeding 120 days PoP are unacceptable.
- Price: Evaluated for reasonableness, realism, and balance across CLINs.
Award will be made to the offeror representing the best value to the Government. As technical merit and schedule feasibility become more equal, price will become more important.
Additional Notes
CLIN 0001 is Firm-Fixed Price, while CLINs 0002 and 0003 will be Not-To-Exceed (NTE) Firm-Fixed-Price Lots, definitized based on CLIN 0001 deliverables. The government will provide some GFE, but the contractor is responsible for procuring additional necessary equipment, including cabling. Floor plans will be provided post-award. Subcontracting is permitted, subject to FAR 52.219-14.
