Scope of Work

The contractor will execute a phased approach, providing all labor, materials, equipment, and services. Key phases include:

  • CLIN 0001 – Study and Design: Pre-onsite assessments, site surveys, and delivery of High-Level Design (HLD) and Low-Level Design (LLD).
  • CLIN 0002 – Equipment Procurement and Installation: Procurement, installation, configuration, and testing of the CSfC WLAN solution, leveraging Government Furnished Equipment (GFE).
  • CLIN 0003 – Testing and Validation: Performance and security compliance testing of the installed network.
  • CLIN 0004 – Deliverables: Final documentation, including as-built documentation, heatmaps, configuration files, and network integration diagrams. The deployment will cover two floors of the SOCNORTH facility, with approximately 60% on the ground floor and 40% on the second floor. Project management support is also required.

Performance Standards & Special Requirements

The solution must achieve 95% signal coverage at -65dBm RSSI or better and maintain an SNR of at least 25dB. Strict adherence to NSA CSfC WLAN CP, DoD STIGs, NSA Common Criteria, and USSOCOM Enterprise-Gray WLAN approved material equipment list (MEL) is mandatory. Personnel on the executing team require a minimum Secret clearance, and the vendor must be on the NSA CSfC approved trusted list. The project must not disrupt daily SOCNORTH operations, and cable runs to Access Points (APs) must not exceed 100 meters. A Site Wireless Security Operating Plan (SOP) will be required.

Instructions to Offerors

Proposals must include a detailed Technical Approach outlining methodologies for assessment, site surveys, and compliance. A Proposed Schedule demonstrating completion within 60 calendar days of contract award is required. Pricing Information should provide firm-fixed pricing for CLIN 0001, with pricing for CLINs 0002 and 0003 submitted as deliverables for CLIN 0001. Offerors must ensure active and up-to-date SAM registration.

Evaluation & Award

Offers will be evaluated under FAR 52.212-2. Evaluation factors, in descending order of importance, are: Technical Approach (significantly more important), Schedule Feasibility (slightly more important), and Price (reasonableness, realism, balance). Award will be made to the offeror representing the best value to the Government.
