Scope of Work
The scope involves extensive repair, preservation, and alteration work on the YON-285 barge, encompassing eleven Industrial Control Numbers (ICNs). Key tasks include:
- Underwater hull and freeboard repair and preservation (approx. 15,000 SF).
- Cleaning of cargo oil and fuel tanks, and Tank Level I and II Inspections.
- Cathodic protection accomplishment.
- Various SHIPALT upgrades (e.g., BITT, Safe Working Load Label Plates, Rails & Stanchion, Brow, WEA DK Floodlight Installation, Main Deck/Deck House Preservation, Barge Modifications, Manhole/Access/Flood Alarm System, Electrical Modification).
- Knuckle Crane Installation (Hull, Mach, Elec, Piping).
- Docking or hauling out the barge, including hoisting, setting on blocks/marine railway, and providing access.
- Waste disposal in accordance with Japanese Environmental Governing Standards (JEGS). The work will be performed at Commander, Fleet Activities Sasebo (CFAS), Sasebo Naval Base, Sasebo City, Japan, primarily in drydock/dry-berthing at the contractor's yard.

Eligibility & Submission

Bidders must use "Attachment 2 YON 285 6B1 PROPOSAL BREAKDOWN.xlsx" for pricing, with all entries in Japanese Yen (JPY) using the FY26 Budget Exchange Rate of 150.4415 JPY per USD. Access to DoD SAFE is required for ICN Job Specifications, drawings, and references.
Evaluation
Award will be based on a Best Value Trade-off source selection. Evaluation factors include:
