Contract Details
This is a Firm Fixed Price (FFP) contract with a Period of Performance of 500 calendar days. Bidders are required to provide bid, payment, and performance bonds.
Submission & Evaluation
Offerors must submit both technical and price proposals. The evaluation will utilize tradeoff source selection procedures, where the technical/management approach is the most important factor, followed by past performance, and then cost/price. Critical attachments for submission include:
- Attachment B - EMR Sheet: Certification of Safety & Environmental Record and Experience Modification Rate (EMR <= 1.0).
- Attachment C - Key Personnel Evaluation: Detailed information for five key personnel roles (PM, Superintendent, Engineer, Safety Officer, QC Manager).
- Attachment D - Construction Experience Project Data Sheet: Information on 3-5 relevant construction projects.
- Attachment G - Supplemental Price Breakdown: Detailed pricing schedule by material, labor, and project categories.
- VA Notice of Limitations on Subcontracting (852.219-75): Certification of compliance with subcontracting limits (not more than 85% to non-SDVOSB/VOSB for general construction).
