Quick Summary
The Department of Veterans Affairs (VA), specifically the NETWORK CONTRACT OFFICE 21 (36C261), has issued a Solicitation for the Renovation of an Operating Room for Hybrid Installation at the Mather VA Facility, CA. This project involves comprehensive upgrades to surgical environments and the provision of temporary facilities. This acquisition is a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Proposals are due by February 24, 2026, at 10:00 AM Pacific Time.
Scope of Work
This project entails the renovation, expansion, and modernization of approximately 12,500 sq ft of the existing surgical operating room (OR) area on the second floor of Building 700. The scope includes:
- Renovating and upgrading four existing ORs and expanding to include a fifth Hybrid OR suite.
- Optimizing workflow and addressing deficiencies in critical systems (plumbing, mechanical, electrical, low-voltage).
- Providing, installing, setting up, testing, and certifying temporary OR trailers to serve as interim surgical facilities during phased construction. The General Contractor (GC) is responsible for all associated costs, and decommissioning/removal of trailers is not required.
- Integrating specific brand-name-or-equal items such as Fortress stainless steel wall systems, SLD Technology Modular Ceiling Systems, Johnson Controls programming, Secutron Fire Alarm, HID PIV Card Reader, and relocating a Swiss Log Pneumatic Tube system.
- Adhering to detailed radiation shielding requirements for fluoroscopic suites and VHA Infection Control Risk Assessment (ICRA) protocols.
- The Low Voltage Cabling (LVC) contractor is responsible for new cabling, patching cutover, and demoing old cables (excluding temporary trailers), and providing patch cords. Specific Avigilon camera models are preferred for security systems, with the contractor handling installation and cabling, while the VA manages software integration.

Submission & Evaluation
- Submission: Technical and price proposals must be submitted via email only to charee.harris@va.gov. Specific subject line formats are required. Bid, payment, and performance bonds are mandatory, with a bid guarantee of 20% of the bid price or $3,000,000, whichever is less.
- Eligibility: Offerors must have an active UEI, be current in SAM, and be CVE verified. Compliance with subcontracting limitations (85% to SDVOSB/VOSB firms for general construction, excluding materials) must be certified.
- Evaluation: A tradeoff source selection will prioritize technical/management approach, followed by past performance, and then cost/price. Key personnel evaluation considers projects over $20M as relevant, and 10 years of construction experience can substitute for a CQC System Manager's degree. Offerors must meet strict safety and environmental record criteria (EMR <= 1.0, limited OSHA/EPA violations).
- Required Attachments: Offerors must complete and submit the Construction Experience Project Data Sheet, Past Performance Questionnaire, Key Personnel Evaluation, and two separate Price Breakdown worksheets (one for trailers, one for renovation).
