  • Compliance: Wage Determination (1.30.2026) is applicable. VAAR 852.219-75 (Limitations on Subcontracting) requires a certificate of compliance with specific subcontracting limits.
  • Project Management: Procore is accepted as the primary submittal and data tracking tool; Primavera P6 is acceptable for schedule submission. A 3D Revit Design model will be provided upon signing a waiver.

Submission & Evaluation

  • Submission Method: Bids must be submitted via email only to the contract specialist. Physical documents will not be accepted.
  • Bid Opening: A virtual public bid opening will occur one hour after the bid submission deadline.
  • Evaluation: Award will be evaluated without discussion, per FAR 52.214-19. The low offeror will be determined by the lowest aggregate amount for the base line item plus or minus additive/deductive items in priority order, within available funds.
