Submission & Evaluation

The CSO employs a phased process:

  1. Solution Brief: Max 5 pages/15 slides, detailing company, technology, and rough order of magnitude (ROM) price.
  2. Presentation/Pitch (if invited): Focus on technical/business viability.
  3. Commercial Solution Proposal (CSP) (if invited): Detailed technical and price proposal. Solutions are evaluated based on responsiveness, technical merit, uniqueness, risk, viability, and price fairness. Submissions for AoIs are typically via email to usarmy.rrad.acc.mbx.cso@army.mil with a specific subject line.

Eligibility & Set-Aside

Both traditional and non-traditional defense contractors are eligible. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov to receive an award. No specific set-aside is designated for the overall CSO.
