The goal is to find a system that can perform this task faster, safer, with high quality, and repeatability, while maintaining the integrity of the 7017-aluminum alloy hull. Current methods involve chipping hammers, air hammers, grinders, and cut-off wheels, but the Army aims to eliminate the chipping hammer due to safety concerns (repetitive stress, noise) and avoid specialized cutting disks that pose their own risks.

• A system for fixture removal from BFVS hulls.

• Must be faster, safer, high quality, and repeatable.

This announcement is for a "AS9100 Standard Certification Area of Interest (AoI)" under the ACC-RRAD Commercial Solutions Opening (CSO). The Army Contracting Command-Red River Army Depot (ACC-RRAD) is seeking innovative solutions for AS9100 certification to demonstrate commitment to quality, safety, and continuous improvement. The goal is to find a strategic partner to help navigate the AS9100 certification process.

The selected partner will be expected to:

• Conduct a comprehensive gap analysis against AS9100 requirements, focusing on configuration management, risk management, first article inspection, counterfeit part prevention, and critical process control.

• Provide expert guidance on implementing and documenting a robust Quality Management System (QMS).

• Offer training and support for the RRAD team.

• Assist in preparing for and passing the certification audit.

• Share best practices for maintaining compliance and continuous improvement, including upcoming changes in the AS9100 revision (slated for release in 2026) related to sustainability, cybersecurity, advanced product quality planning, counterfeit part control, and risk management.

This document establishes a continuously open Commercial Solutions Opening (CSO) solicitation (W911RQ-26-S-C001) to competitively procure innovative commercial items, technologies, and services for the U.S. Army's Organic Industrial Base (OIB) modernization. The CSO aims to acquire solutions that enhance capabilities in areas such as Agile/Flexible Facilities, Connected Digital Enterprise, Advanced Manufacturing, and Automation to improve the Defense Manufacturing Base and increase the "Speed of Battle."

This CSO is a general solicitation for innovative commercial products, technologies, and services, or adaptations thereof. Specific requirements will be detailed in individual Areas of Interest (AoIs) published on www.sam.gov. The CSO is designed to support a wide range of potential applications, including but not limited to:

• Agile / Flexible Facilities
• Connected Digital Enterprise (CDE)
• Advanced Manufacturing
• Paint Process improvements
• Automation
• Advanced Analytics
• Workforce Development
• Human Capital solutions
• Tire Process improvements
• Inventory Process improvements
• Energy and Chemical management

Contracts awarded under this CSO will be fixed-price, including fixed-price incentive fee contracts, and will generally follow FAR Part 12 Commercial Item Procedures. The period of performance for any solution brief or Commercial Solution Proposal (CSP) is generally no greater than 12 months, unless otherwise specified in the AoI.

The CSO process is phased and may include:

• Phase 1: Solution Brief: Submission of a written brief (max 5 pages or 15 slides) detailing the company, technology concept, and rough order of magnitude (ROM) price. Evaluation is based on responsiveness, technical merit, and funding availability.
• Phase 2: Presentation/Pitch (if applicable): Invited companies present their solution's technical and business viability. Evaluation focuses on relevancy, technical merit, uniqueness, risk, and viability.
• Phase 3: Commercial Solution Proposal (CSP): Invited companies submit a detailed technical and price proposal. Evaluation considers technical approach merit/risk, performance schedule, and price fairness/reasonableness.

The CSO is continuously open until September 30, 2026, with the possibility of extension. Interested parties should monitor www.sam.gov for new AoI postings.

Both traditional and non-traditional defense contractors are eligible. Small business concerns are defined per Small Business Act. Foreign-Owned businesses may submit solutions independently or as part of a teaming arrangement.

• Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov to receive an award.
• Proposal preparation costs are not recoverable.
• The government reserves the right to amend the CSO and to award to all, some, or none of the selected solutions.
