Quick Summary
The U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG) has issued an Army Open Solicitation (AOS), a special notice designed to rapidly acquire innovative commercial technology and research and development solutions. This perpetual solicitation aims to support all Army Mission Areas, revive the industrial base, and enhance Army lethality by closing capability gaps and fostering technological advancements.
Purpose & Scope
The AOS seeks to obtain commercial, innovative solutions or potential capabilities that fulfill requirements, close capability gaps, or provide potential innovative technological advancements. This includes basic research, applied research, advanced technology development, prototypes, and incidental production. The solicitation covers all Army Mission Areas, such as Intelligence, Electronic Warfare, Sensors, Enterprise Business Solutions, Tactical Communications, Soldier Equipment, Ground Combat Systems, Missiles and Space, Simulation Training, Aviation, Supply Chain and Logistics, Installation Support, and Advanced Manufacturing.
Contract Details
This is an open solicitation that will remain active indefinitely until canceled by the U.S. Army. It leverages various acquisition authorities, including Federal Acquisition Regulation (FAR) competitive procedures, Broad Agency Announcements (BAA), Defense Federal Acquisition Regulation Supplement (DFARS), and 10 U.S.C. for Other Transactions (OTs) for prototype projects and innovative commercial products/services. Procurements subject to the Software Acquisition Pathway (SWP) are also highlighted.
Submission & Evaluation
Vendors can respond through two primary methods:
- Active Capability Gap (ACG): Industry partners submit Solution Briefs directly addressing identified Army Example Areas (AEAs). The ACG process involves up to three phases: Solution Brief, Live Pitch, and Solution Proposal. Solution Briefs are evaluated on Technical Merit, Schedule, and Viability.
- Call for Solutions: Government-issued announcements for specific requirements, posted as amendments to this special notice on SAM.gov. These calls will have individual, limited response periods and specific submission requirements.
Eligibility requires a Unique Entity ID (UEI), registration in SAM, and the government invoicing system (WAWF). Companies must also represent their small business size and status. No specific set-aside is mentioned for the overall AOS, encouraging broad participation.
