This is an open solicitation that will remain open in perpetuity until canceled by the U.S. Army. It can be used to acquire capabilities through Commercial Solution Opening (CSO) or Broad Agency Announcement (BAA) authorities, potentially leading to Other Transactions (OTs) for prototype projects.

There are two methods for responding:

1. Active Capability Gap (ACG): Industry partners submit solution briefs addressing Army Areas. ACG award procedures may involve up to three phases: Solution Brief, Live Pitch, and Solution Proposal.
2. Call for Solutions: Government-issued announcements posted on SAM.gov as amendments. These calls will specify submission requirements, evaluation procedures, and may involve phases such as solution briefs, white papers, demonstrations, or live pitches.

Companies must have a Unique Entity ID (UEI) and be registered in the System for Award Management (SAM) and the government invoicing system (Wide Area Work Flow). Questions & Answers / Clarifications

This document provides responses to vendor questions regarding the Managing Army's Human Capital - Innovation, Integration, and Implementation (MAHC-III) Call for Solution.

• Gate Criteria & Page Count: Gate Criteria 1 and 2 are not excluded from the page count. Solution Briefs should include a one-page data sheet for Gate Criteria 1 and 2, detailing contract numbers, performance periods, client contact information, and work descriptions. This data sheet does not count towards the 10-page Solution Brief limit for Phase I.
