Quick Summary
The U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG) has issued an Army Open Solicitation (AOS), a Special Notice, to acquire innovative commercial technology advancements and research and development solutions. The AOS aims to support all Army Mission Areas, maximize Army lethality, and revive the industrial base. This solicitation is open indefinitely until canceled by the U.S. Army, but specific "Calls for Solutions" will have limited response periods.
Purpose & Scope
The AOS seeks to rapidly acquire and deliver innovative solutions to the Warfighter, focusing on closing capability gaps and providing technological advancements. It covers a broad range of areas including Intelligence, Electronic Warfare, Soldier Equipment, Ground Combat Systems, Aviation, Supply Chain, and Installation Support. ACC-APG is interested in basic research, applied research, advanced technology development, and prototypes, potentially leading to incidental production.
Contract Details
This AOS utilizes various authorities, including Federal Acquisition Regulation (FAR) procedures (e.g., Broad Agency Announcements) and 10 U.S.C. sections (e.g., for prototype projects and innovative commercial products/services). Awards may result in FAR contracts or non-FAR agreements, such as Other Transactions (OTs) for prototype projects. The solicitation highlights procurements subject to the Software Acquisition Pathway (SWP).
Submission & Evaluation
Interested parties can respond through two primary methods:
- Active Capability Gap (ACG): Industry partners submit solution briefs addressing specific Army Areas. This process involves up to three phases: Solution Brief, Live Pitch, and Solution Proposal. Evaluation criteria for Solution Briefs include Technical Merit, Schedule, and Viability.
- Call for Solutions: Government-issued announcements posted as amendments on SAM.gov. These calls will specify submission requirements, evaluation procedures, and individual response times. Examples include calls for Integrated Personnel and Pay System – Army Increment II (IPPS-A Inc II) and Army Training Management Capability (ATMC).
Request for Information (RFIs) may also be posted for market research purposes, which do not obligate the Government to issue a subsequent Call for Solution. Companies must have a Unique Entity ID (UEI) and be registered in SAM and Wide Area Work Flow (WAWF).
Key Dates
The overall Army Open Solicitation remains open in perpetuity. However, specific Calls for Solutions will have individual, limited response periods. For example, the IPPS-A Inc II Call for Solution had a deadline of June 27, 2025, for Solution Briefs.
Set-Aside
None specified for the overall AOS; broad participation is encouraged. The solicitation is open to all commercial entities.
