Purpose & Scope
The AOS supports all Army Mission Areas by seeking innovative solutions, commercial technology advancements, and research and development to rapidly deliver capabilities to the Warfighter. It also highlights procurements subject to the Software Acquisition Pathway (SWP). ACC-APG is interested in obtaining commercial, innovative solutions or potential capabilities that fulfill requirements, close capability gaps, or provide technological advancements, including basic research, applied research, advanced technology development, and prototypes. Example areas include Intelligence, Electronic Warfare, Sensors, Army Enterprise Business Solutions, Tactical Communications, Soldier Equipment, Ground Combat Systems, Missiles and Space, Simulation Training, Aviation, Supply Chain, Logistics, Installation Support, Advanced Manufacturing, Army Test and Evaluation, and Data Engineering.
Contract Details
This solicitation utilizes various authorities, including FAR 6.102(d)(2), FAR 35.016, DFARS 235.016, 10 U.S.C. §4021, §4022, §4023, §3458, and the Employee Stock Ownership Pilot (ESOP) Program. The default approach is to utilize a Commercial Solution Opening (CSO) with Other Transactions (OTs), though awards may be made as contracts or OTs. Iterative prototyping is a supported development methodology, and successful prototypes may lead to follow-on production contracts or OTs. The AOS will remain open in perpetuity until canceled by the U.S. Army.
Submission & Evaluation
There are two methods for responding:
- Active Capability Gap (ACG): Industry partners submit solution briefs addressing Army Example Areas. The ACG process, detailed in Attachment 1, involves up to three phases: Solution Brief (mandatory, 5 written pages or 15 slides), Live Pitch (optional), and Solution Proposal (optional). Solution Briefs are evaluated on Technical Merit, Schedule, and Viability.
