This includes basic research, applied research, advanced technology development, prototypes, and incidental production. The solicitation leverages various authorities, including FAR, DFARS, and 10 U.S.C. sections (e.g., §4021 for research projects, §4022 for prototype projects, §3458 for innovative commercial products/services).
Response Mechanisms
Interested parties can engage through two primary methods:
- Active Capability Gap (ACG): Vendors submit Solution Briefs directly addressing identified Army Example Areas (AEAs). The ACG process, detailed in Attachment 1, involves up to three phases: Solution Brief, Live Pitch, and Solution Proposal.
- Call for Solutions: The Government issues specific announcements for requirements, posted as amendments or links on SAM.gov. These calls have defined submission requirements, evaluation procedures, and limited response times.
Contract & Timeline
This is an open solicitation that will remain active indefinitely until canceled by the U.S. Army. Awards may result in Federal Acquisition Regulation (FAR) contracts or non-FAR agreements, such as Other Transactions (OTs) for prototype projects. The Government will not reimburse companies for costs incurred during the submission or evaluation phases.
Eligibility & Evaluation
Companies must have a Unique Entity ID (UEI), be registered in SAM, and the Wide Area Work Flow invoicing system. They must also certify their small business size and status. While no specific set-asides are mentioned, the solicitation encourages broad participation. ACG Solution Briefs are evaluated on Technical Merit, Schedule, and Viability. Non-Government advisors may assist in evaluations, subject to appropriate Non-Disclosure Agreements (NDAs).
