This document provides responses to vendor questions regarding the Managing Army's Human Capital - Innovation, Integration, and Implementation (MAHC-III) Call for Solution.

• Gate Criteria & Page Count: Gate Criteria 1 and 2 are not excluded from the page count. Solution Briefs should include a one-page data sheet for Gate Criteria 1 and 2, detailing contract numbers, performance periods, client contact information, and work descriptions. This data sheet does not count towards the 10-page Solution Brief limit for Phase I.
• Selection Process: The government will not be using SSEB, SSAC, or SSA for any selection phases. Refer to Section E - Awards in the Army Open Solicitation (AOS) Number W9128Z-25-S-A002 for details.
• Font Requirements: The requirement for a minimum 12-point Arial font for graphics and tables has been removed. The use of a readable font and format is encouraged.
• Page Count Increase: The government will not increase the page count for the Solution Brief beyond the stated 10 pages for Phase I.
• Phase III Requirements: Requirements for Phase III submissions are still under consideration.
• Non-Government Advisors: The only non-government advisors are staff supporting the IPPS-A PMO through Chenega MIOS - Cyberstar, LLC. Offerors must perform an organizational conflict of interest (OCI) analysis.
• Primary Platform: SAM.gov is the official and only location for updates and submissions for this solicitation.
• RFI Responses: Initial RFI responses were to be submitted via email to the Agreements Officer and Specialist.
• Gate Criteria Threshold: The gate criteria threshold of 10,000 users is the lowest acceptable level, based on market research of large PeopleSoft customers.
• Compliance Matrix: A Compliance Matrix will be counted towards the overall page limit.
• Incumbent Contractor: CACI Inc.-Federal was awarded the current contract for IPPS-A capabilities support.
• Contract Value & Duration: The estimated total contract value and duration will be determined through the Commercial Solutions Opening (CSO) process.
• Award Timeline: Solutions Proposals will be requested during Phase 3, with an award anticipated in Q1FY26.
• Bridge PWS: The Bridge PWS was provided as a reference for past scope structuring and management. The MAHC-III contract will follow the bridge contract with a 6-month overlap for knowledge transfer.

• Test Automation Tool: A test automation tool has not been selected; the list of software is current as of May 9, 2025, and subject to change.
• Schedule for Phase 1: No schedule is required for the Phase 1 white paper/solution brief submission.
• Legacy Systems: A list of 20 legacy systems will be provided in the Bidder's Library.
• Pricing Model Evaluation: Vendors should provide information on their revenue model and how it balances profitability, affordability, and incentives.
• COOP/Disaster Recovery: IPPS-A operates a warm stand-by secondary environment for failover operations.
• PeopleSoft Modules: Implemented modules include Core HR, Talent Management, Profile Management, Workforce Administration, and Benefits. Global Payroll and Financial Management modules are currently being implemented.
• Small Businesses: Gate criteria emphasize critical requirements to reduce risk; all offerors meeting requirements will be considered.

Several clarifications have been made to submission requirements, page counts, and evaluation criteria. Updates have been posted via amendments to the Call for Solution. Vendors should ensure they are referencing the latest versions of all documents and paying close attention to submission deadlines and formats.

This document is a "Call for Solution" (MAHC-III) for the Integrated Personnel and Pay System – Army Increment II (IPPS-A Inc II) program. The government is seeking innovative approaches to effectively operate, maintain, and further develop the Army's Human Resources (HR) and payroll software solution. The goal is to manage Army's Human Capital through innovation, integration, and implementation, addressing challenges related to the current system's infrastructure reaching end-of-life in 2027 and the need to scale Agile practices.

Offerors are expected to propose solutions that include:

• Knowledge transfer to assume full responsibility for production operation within 6 months.

• Integration of new capabilities from multiple vendors.

• Subsumption of up to 20 legacy systems.

• Specific objectives include maintaining and operating the IPPS-A Solution Baseline, facilitating product integration and testing, operating the Tier II Help Desk, planning and executing training programs, and performing HR Software Development.

• The awarding instrument will be a Call for Solution solicitation, potentially leading to Federal Acquisition Regulation (FAR) contracts or non-FAR agreements (Other Transaction - OT).

• Period of Performance is requested to support requirements through 2032 or delivery of AMP plus a stabilization period.

• Submissions are in the form of a "Solution Brief" (white paper).

This document is a "Call for Solution" for the Army Training Management Capability (ATMC) project, aiming to address current deficiencies in integrated, automated training management tools for the Army. The goal is to provide a prototype solution that improves unit readiness by enhancing training planning, execution, and assessment across all Army components.

The desired solution must include capabilities for:

• Training Scheduling: Collaborative planning tools, automated workflows, shareable calendars, and production of training schedules (T-weeks), with visibility of training resources (ranges, facilities, TADSS).

• Training Records Management: Capability to record training outcomes, conduct/store After-Action Reviews (AARs), manage unit weapons, and record qualification scores.

• Data Analysis: Dashboards and reports for monitoring training proficiency, summarizing training data, and facilitating basic analytic capabilities. The system should allow drill-down to lower echelon and individual data.

• Integration: Seamless integration with the Army Training Information System (ATIS) architecture and other information systems.

• Identity, Credential, and Access Management (ICAM): Secure access to DoD resources with user activity monitoring.

• Data Migration: Services to migrate data from legacy systems to the new cloud-based infrastructure.

• The solicitation is issued under Open Solicitation procedures.

• The awarding instrument may result in a prototype Other Transaction (OT) award.

• A follow-on production contract or transaction may be awarded without further competitive procedures.

• The period of performance for Solution Briefs or proposals should generally not exceed six (6) months.

• Submission: Solution Briefs are due by Friday, 16 May 2025, at 1200E.

• Format: Solution Briefs are limited to three (3) pages for technical discussion and one (1) page for Rough Order of Magnitude (ROM), including estimated out-the-door total price for 40,000 annual users.

• Evaluation Criteria: Feasibility, Viability, Desirability, Technical Merit, Schedule, and Price. The order of importance is: Technical Merit > Viability > Feasibility and Desirability > Schedule and Price.

• Preference: Preference will be given to submissions demonstrating innovative, existing, and reference-verifiable commercial ability. Resellers and academic research proposals are not desired.
