Opportunity Overview
The BEP seeks to acquire a brand-name (eXactpark) or equal APGS to provide real-time parking space occupancy data to managers and end-users via mobile application and web-based portal. The system aims to improve parking efficiency, reduce search times, and minimize carbon emissions. This is a new project, not an incumbent recompete.
Scope of Work
The contractor will be responsible for the design, supply, installation, programming, testing, and maintenance of the APGS hardware and software. Key components include:
- Installation of 120 above-ground, flush-mount, or in-ground parking sensors.
- Establishment of a Software as a Service (SaaS) parking management platform.
- Installation of three compact electronic parking guidance signs at DCF entrances.
- Development of a free parking navigation application for iOS, Android, and web browsers.
- Establishment of a dedicated, secured network for parking equipment communication.
Performance Requirements
The system must achieve 99% accuracy in detecting vehicles and empty spaces 24/7, under all weather conditions. Sensors must be durable and "ruggedized." All sensor data must be end-to-end encrypted, anonymous, and protected from theft. Downtime for the SaaS application must not exceed 24 hours, and for equipment, not more than two business days. A minimum one-year manufacturer warranty is required, with an option to extend up to two years.

Key Amendments & Notes
Multiple amendments have extended the proposal due date. The latest amendment (0005) further extended the deadline and removed a requirement for contractor employees to complete a government background check form at the time of proposal submission from the Statement of Work. Attachment 2 provides details on BEP parking spaces. Contractor personnel will still require background checks and must sign an NDA.
