Scope of Work
The contractor will provide comprehensive O-level maintenance, operations, and support for approximately 34 Berthing and Messing Program Duty Crew Berthing Barges and Service Craft. This includes day-to-day maintenance to ensure full-mission capability, program management, and port husbandry. Specific tasks encompass a wide range of repairs and services, including interior and exterior repairs, electrical systems, security, flooding, and fire alarm systems, internal communication systems, firefighting equipment, plumbing, machine, welding, and metalworking, painting, HVAC/R, galley and laundry equipment, and Local Area Network (LAN) equipment. Service calls are categorized as emergency, urgent, or routine, each with specific response and completion time requirements.
Contract Details
- Type: Cost Plus Fixed Fee (CPFF) task order.
- Period of Performance: A base period from August 1, 2026, to July 31, 2027, with multiple option periods extending the potential performance through July 31, 2032.
- Set-Aside: Total Small Business Set-Aside (FAR 19.5). The applicable NAICS code is 336611 (Shipbuilding and Repairing) with a 1300-employee size standard.
- Place of Performance: Hampton Roads (Norfolk, Newport News, Portsmouth) Virginia, and Maine (Kittery), Connecticut (New London and Groton) AOR.
Key Requirements & Eligibility
Offerors must possess an active Secret Facilities Security Clearance (FCL) at the time of proposal submission; an FCL in process will not be accepted. All contracted employees are required to possess and maintain a SECRET Clearance. This is a new requirement, with no incumbent. Compliance with applicable directives, including OSHA, NFPA, EPA, and Navy instructions, is mandatory. Wage Determinations for Virginia and Maine are applicable and must be incorporated into pricing.

- Proposal Structure: Proposals must be submitted in four volumes: Facilities Security Clearance, Technical Approach, Past Performance, and Cost/Price Proposal. Offerors must utilize the provided Past Performance Information Form (2.02c) and ensure references complete the Past Performance Report Form (2.02d).
