Scope of Work

The contractor will provide O-level support, including day-to-day maintenance, inspections, servicing, handling, and preventive maintenance to ensure all installed equipment on approximately 34 Berthing Barges and Service Craft remains full-mission capable. Key tasks include program management, service calls (emergency, urgent, routine) for maintenance and minor repairs, general interior/exterior work, electrical, security/fire alarm systems, internal communications, firefighting equipment, plumbing, machine/welding, painting, HVAC, galley/laundry equipment, LAN maintenance, tank/void operations, tag-out/hot work procedures, port husbandry, system familiarization training, deep cleaning, and site assessments.

  • Type: Cost Plus Fixed Fee (CPFF) Task Order
  • Duration: Base period from August 1, 2026, to July 31, 2027, with multiple option periods extending through July 31, 2032.

Key Requirements & Eligibility

Offerors must possess and maintain an active Facilities Security Clearance (FCL) at the Secret Level at the time of proposal submission. All contracted employees must also possess and maintain a SECRET Clearance. This is a new requirement, not an incumbent or recompete.

  • Evaluation Factors: Proposals will be evaluated in two phases:
    • Phase I: Facilities Security Clearance (Acceptable/Unacceptable).
    • Phase II: Technical Approach (more important than Past Performance), Past Performance, and Cost/Price. Non-Cost/Price factors are significantly more important than Cost/Price.
  • Proposal Structure: Must be submitted in four volumes: FCL, Technical Approach, Past Performance, and Cost/Price Proposal.
