Key Requirements & Eligibility
Offerors must possess an active Secret Facilities Security Clearance (FCL) at the time of proposal submission; being in process is not sufficient. All contracted employees must possess and maintain a SECRET Clearance. Bidders must comply with applicable Wage Determinations for Virginia, Maine, and Connecticut. Past performance references must be within five years of the solicitation issuance date.
Evaluation Factors
Proposals will be evaluated in two phases. Phase I assesses the Facilities Security Clearance on an Acceptable/Unacceptable basis. Phase II evaluates Technical Approach (Performance Approach and Staffing & Management Approach, weighted equally), Past Performance, and Cost/Price. Non-Cost/Price factors are considered significantly more important than Cost/Price. Award is anticipated without exchanges, and a competitive range is not expected. Labor will be evaluated based on 100% straight time.
