Purpose & Scope

The primary purpose is to provide COMUSFLTFORCOM with operational O-level support for assigned program Duty Crew Berthing Barges and Non-Self Propelled Service Craft. This involves day-to-day maintenance to ensure all installed equipment remains in a full-mission capable status and to improve local maintenance processes.

Key Requirements & Deliverables

  • Provide O-Level support, including routine, emergency, and urgent service calls with defined response times.
  • Conduct system/equipment familiarization and port husbandry services.
  • Perform maintenance and operations for approximately 34 Berthing Barges and Service Craft.
  • Specific tasks encompass general interior and exterior work, electrical systems, security/fire alarm systems, internal communication (IC) systems, firefighting equipment, lock/latch installation, plumbing, machine/welding, painting, HVAC/R, galley/laundry equipment, Local Area Network (LAN) maintenance, tank/void opening, tag-out/hot work, cleaning/sanitizing, site assessments, and engineering.
  • All work must adhere to Original Equipment Manufacturer (OEM) specifications and relevant industry standards.

    • Phase II: Technical Approach (equally weighted between Performance Approach and Staffing & Management Approach), Past Performance, and Cost/Price. Non-Cost/Price factors are considered significantly more important than Cost/Price. Labor will be evaluated based on 100% straight time; uncompensated overtime will not be used.
  • Proposal Structure: Proposals must be submitted in four volumes: Facilities Security Clearance, Technical Approach, Past Performance, and Cost/Price Proposal.
