Scope of Work
The contractor will provide O-Level support, including service calls (routine, emergency, urgent with defined response times), system/equipment familiarization, and port husbandry for approximately 34 COMUSFLTFORCOM Berthing and Messing Program Duty Crew Berthing Barges and other Service Craft. Specific tasks encompass:
- General Maintenance: Interior and exterior repairs (flooring, bulkheads, electrical, plumbing, HVAC, painting).
- Specialized Services: Security, flooding, and fire protection alarm system repairs; internal communication systems; firefighting equipment maintenance; lock/latch installation; machine, welding, and metalworking services; galley and laundry equipment services; LAN equipment maintenance.
- Operational Support: Tank and void opening/closures, tag-out and hot work procedures, port husbandry (securing barges, utility hook-ups, towing preparation), cleaning, sanitizing, fumigation, and site assessments. Work will be performed in Hampton Roads (Norfolk, Newport News, Portsmouth) Virginia, Maine (Kittery), and Connecticut (New London and Groton) AOR.
Contract Details & Requirements
This is a Cost Plus Fixed Fee (CPFF) task order. The period of performance includes a Base Year (August 2026 - July 2027), four Option Years, and a FAR 52.217-8 period extending through January 2032. This is a new requirement, not an incumbent or recompete.
- Security Clearances: Offerors must possess an active Secret Level Facilities Security Clearance (FCL) at the time of proposal submission. All contracted employees must also possess and maintain a SECRET Clearance.
- Wage Determinations: Bidders must comply with Wage Determinations for Virginia, Maine, and Connecticut.
Evaluation & Submission
Proposals will be evaluated in two phases:
- Phase I: Facilities Security Clearance (Acceptable/Unacceptable).
- Phase II: Technical Approach (more important than Past Performance), Past Performance, and Cost/Price. Non-Cost/Price factors are significantly more important than Cost/Price. PDF format is acceptable for FCL verifications and signed documents, while Microsoft Office Word or Excel is required for other submissions.
