Scope of Work

The project entails a comprehensive renovation of the three-story masonry structure, originally built in 1904, to repurpose it for multi-departmental National Parks Service (NPS) office occupancy. The scope includes extensive building envelope work consistent with historic standards, such as repointing, roof deck and insulation, slate roofing, skylights, copper gutters and downspouts, and window replacement. A full interior renovation will also be performed, encompassing all Mechanical, Electrical, and Plumbing (MEP) and Heating, Ventilation, and Air Conditioning (HVAC) systems. The project aims to achieve LEED certification, and the building will be unoccupied throughout the renovation period.

Contract Details

This is a Firm-Fixed-Price contract with an estimated value ranging from $50 million to $60 million. The period of performance requires Substantial Completion no later than 700 calendar days from the Notice to Proceed (NTP), with final contract completion within 30 calendar days thereafter. Liquidated damages of $1740 per calendar day will apply for failure to achieve Substantial Completion on time. Performance and Payment Bonds are required within 10 calendar days after award.

Bidders must also agree to a Non-Disclosure of Proprietary Information Agreement. Compliance with Massachusetts wage determinations (WD MA20260001 Mod 0) is mandatory. A Small Business Subcontracting Plan is not required with the offer.
