Scope of Work
This requirement involves providing construction, alteration, and repair services for male and female ceremonial flight suits (Officer, Fat Albert, and #7 Crew Chief). The estimated scope includes up to 1,700 flight suits over a five-year period, encompassing Royal Blue, Navy Blue, and Yellow Anniversary suits. Alteration and repair services require a 14-calendar day Turnaround Time (TAT). Uniforms must adhere to specific material (aramid fiber blend, flame-resistant), color, fit (gender-appropriate, exact fit), and construction standards, including those outlined in NAVAIR 00-80T-123, NAVPERS 156651, and PD 99-01. The contractor is responsible for providing all personnel, equipment, and supplies, with the exception of Government Furnished Property (GFP) such as Nomex fabric, American Flag crests, and NFDS crests. Vendor travel to Pensacola, FL, is mandatory for measurements and fittings. Services are required Monday through Friday, 5 am to 4 pm PST, excluding Federal holidays.

Submission Requirements & Evaluation

- Component Two (Written Proposal) Due: Must be received by the Government by April 30, 2026, 4:00 PM PDT.

- Evaluation: Best value tradeoff. Component One (Sample Flight Suit) is evaluated first on an Acceptable/Unacceptable basis. Only offers with acceptable samples will proceed to Component Two evaluation, which includes Technical Proposal, Past Performance, and Price.
