Quick Summary
The USDA-APHIS-Wildlife Services is soliciting proposals for the construction of a new kennel building for the Predator Research Facility in Millville, UT. This project involves a pre-engineered metal building of approximately 3,400 sq ft, designed by Cushing Terrell, to support carnivore management research. This opportunity is a Total Small Business Set-Aside. Proposals are due by May 8, 2026, at 11 a.m. MT.
Scope of Work
The project requires the construction of a pre-engineered metal building, approximately 3,400 square feet, comprising four sections: kennel areas A & B, a mud room, and a mechanical room. The facility's mission is to generate and disseminate ecological information related to carnivore management. Work must commence within 10 calendar days of the Notice to Proceed (NTP) and be completed within 365 days after NTP.
Contract Details
This is a Combined Synopsis/Solicitation issued as a Request for Quotations (RFQ). The estimated magnitude of the project is between $1M and $5M. The award will be made on Standard Form 1442. This acquisition is designated as a Total Small Business Set-Aside (FAR 19.5).
Key Requirements & Clarifications
Bidders must adhere to the provided 100% Construction Documents (Attachment 4) and the comprehensive Kennel Project Manual (Attachment 3), which details specifications across Divisions 00-33. A Geotechnical Study Report (Geotech report.pdf) provides critical information on subsurface conditions, requiring removal of loose surficial soils for foundation support. Recent clarifications confirm the roof panel type is PBU (not standing seam) and both roof and soffit panels must be 24 gauge. The USDA prefers standard X-Bracing between Grids 2 and 3. The contractor is responsible for coordinating and re-routing a buried power line. Boiler equipment sizing should be based on drawings, and ProPress copper fittings are acceptable. Federal Construction Wage Rates for Cache County, Utah (Attachment 2) apply.
Submission & Evaluation
Quotes must be submitted to james.g.roloff@usda.gov by the deadline. The complete package must include the RFQ page, a detailed pricing breakdown, demonstration of relevant experience, and past performance information. Evaluation will be based on the highest technically rated offer with a fair and reasonable price, with no tradeoffs between price and non-price factors. Evaluation factors include Price, Technical Capability (experience with pre-engineered metal buildings, technical approach, project management, quality control, and safety), and Past Performance.
