Quick Summary
The USDA-APHIS-Wildlife Services is soliciting proposals for the construction of a new kennel building for the Predator Research Facility in Millville, UT. This project involves a pre-engineered metal building of approximately 3,400 SF. This opportunity is a Total Small Business Set-Aside. Proposals are due May 8, 2026, at 11 a.m. MT.
Scope of Work
The project requires the construction of a new pre-engineered metal kennel building, approximately 3,400 square feet, designed by Cushing Terrell. The structure will include four sections: kennel areas A & B, a mud room, and a mechanical room. Key requirements include adherence to detailed architectural, civil, structural, mechanical, plumbing, and electrical drawings (Attachment 4), and specifications outlined in the Kennel Project Manual (Attachment 3). The contractor is responsible for coordinating and re-routing a buried power line on site. Wall hooks are to be furnished and installed by the contractor in the mud room. The TPO roofing membrane must be ASTM D6878/D6878M, internally fabric-reinforced, fully adhered, and 60 MIL. Bracing between Grids 2 and 3 should be standard X-Bracing. Permitting is not required, and the contractor is only responsible for reseeding disturbed areas, not full landscaping.

Bidders must review the Geotechnical Study Report (Geotech report.pdf) for subsurface conditions and recommendations for foundation, earthwork, and pavement design. The Federal Construction Wage Rates for Cache County, UT (Attachment 2) must be adhered to. Clarifications from RFIs confirm that Government Finished Contractor installed kennels will be placed in the concrete pad but are not part of this project.
