Scope of Work
This Request for Quotation (RFQ) requires a contractor to:
- Disassemble and remove the existing bale press at the Memphis Classing Office (3275 Appling Rd, Memphis, TN 38133).
- Deliver and install a new full-eject bale press system, including a steady flow breaker, automated conveyor, bale bagging, and heavy-duty bracing system.
- Ensure the new system has a throughput of 3,000 pounds per hour.
- Provide a minimum one-year full-service warranty covering parts, labor, and supplies.
- Provide start-up and training for USDA personnel within two weeks of notice.
- The bale exhaust will exit into the QA Air Lock, requiring wall removal, with the bagger and heavy-duty brace system placed in the QA Air Lock.
- Mandatory use of steel ties for bale bundling.
- The previously optional scissor lift-tilt table is no longer requested (per Amendment PA14).

Submission & Evaluation
Award will be made to the offeror with the highest technically rated quotation that also has fair and reasonable pricing and acceptable or neutral past performance. Tradeoffs will not be conducted.
- Technical Approach: Submit a narrative (max 10 pages) detailing the system and scope, a milestone chart, and drawings/manuals.
- Price: Use Attachment 3 - Vendor Quotation Form (latest version, PA14). Prices must be firm for 90 calendar days.
- Past Performance: Use Attachment 4 - Vendor Experience and Past Performance Sheet, including 2-5 references from the past five years.
- Place of Manufacture: Complete Attachment 5 - Provision FAR 52.225-18.
