Scope of Work
The contractor will be responsible for the complete removal of the current bale press and the supply, delivery, and installation of a new system. This includes a full-eject bale press, steady flow breaker, automated conveyor, bale bagging, and a heavy-duty bracing system. The new system must be capable of a throughput of 3,000 pounds per hour. The contract also mandates a minimum one-year full-service warranty and comprehensive training for USDA personnel. Installation must be completed within six (6) months of the award date.
Key Requirements
The new bale press must be a full-eject type with specific dimensions (54" x 24" box, 36" bale thickness) and produce bales weighing a minimum of 480 pounds, utilizing six 10'3" steel ties (plastic or other materials are not accepted). It requires 460V 3-phase electrical input and PLC-controlled automation, interlocking with the conveyor system. The automated conveyor system must be durable, include bale weighing capabilities at a 28" height, and feature an independent PLC control box. An optional scissor lift-tilt table is also requested, requiring a technical approach for both scenarios (with and without). This table must lift to 28" and tilt to 90 degrees, handling bales up to 500 pounds.
Contract Details
This is a Combined Synopsis/Solicitation issued as a Request for Quotation (RFQ). The anticipated contract type is Firm Fixed-Price. The applicable NAICS Code is 333111 (Harvesting Equipment) with a small business size standard of 1250 employees.
Submission & Evaluation
Award will be made to the offeror with the highest technically rated quotation that also presents fair and reasonable pricing and acceptable or neutral past performance; tradeoffs will not be conducted. Vendors must submit a Technical Approach Narrative (max 10 pages), a milestone chart, drawings/manuals, and complete the provided Attachment 3 - Vendor Quotation Form (prices firm for 90 days) and Attachment 4 - Vendor Experience and Past Performance Sheet (2-5 references from past five years). Attachment 5 - Provision FAR 52.225-18 Place of Manufacture must also be completed.
