Scope of Work
The requirement involves the complete removal and disassembly of the current bale press system. The contractor will then deliver and install a new full-eject bale press and an automated conveyor system. An optional scissor lift-tilt table is also part of the scope, for which vendors must provide a technical approach. The new system must be installed and operational within six (6) months of the award date and include a minimum one-year full-service warranty.
Key Requirements
The new bale press must be a full-eject type with specific dimensions (54" x 24" box, 36" bale thickness) and a minimum weight of 480 pounds, utilizing six 10'3" steel ties. It requires 460 volt 3-phase electrical input and must interlock with the conveyor system, featuring automated PLC control. The automated conveyor system must replace the current unload conveyor, include bale weighing capabilities at a 28" height, and have an independent PLC control box. If the optional scissor lift-tilt table is included, it must lift to 28", tilt to 90 degrees, handle bales up to 500 pounds, and automatically place bales upright from conveyor height. The contractor is responsible for installing the exiting conveyor.
Submission & Evaluation
This is a Firm Fixed-Price contract. Award will be made to the offeror with the highest technically rated quotation, fair and reasonable pricing, and acceptable or neutral past performance, without tradeoffs. Vendors must submit a Technical Approach Narrative (max 10 pages), a milestone chart, and drawings/manuals for the new system. Pricing must be provided using Attachment 3 - Vendor Quotation Form and held firm for 90 days. Past performance information, including 2-5 references from the past five years, is required via Attachment 4. Vendors must provide complete technical solutions for both scenarios: with and without the optional scissor lift-tilt table. Attachment 5 - Provision FAR 52.225-18 Place of Manufacture must also be completed.
