Scope of Work
This Request for Quotation (RFQ) covers the comprehensive replacement of the current bale press system. The contractor will be responsible for:
- Disassembling and removing the existing bale press.
- Delivering and installing a new full-eject bale press (54"x24" box, 36" bale thickness, minimum 480 lbs, six 10'3" steel ties, 460V 3-phase electrical, PLC controlled, interlocked with conveyor).
- Delivering and installing an automated conveyor system (durable, bale weighing at 28" height, independent PLC with E-stop, manual/auto modes). The conveyor width is 36 inches.
- Providing an optional scissor lift-tilt table (lift to 28", tilt to 90 degrees, handle 500 lbs). Vendors must provide a technical approach for this optional item, which the USDA may elect to award.
- Providing start-up training and a minimum one-year full-service warranty covering parts, labor, and supplies.
Contract & Timeline
- Contract Type: Firm Fixed-Price.
- Period of Performance: Removal and installation must be completed within six (6) months of the award date.

Submission & Evaluation
Award will be made to the offeror with the highest technically rated quotation that also presents fair and reasonable pricing and acceptable or neutral past performance. Tradeoffs will not be conducted. Submissions must include:
- A Technical Approach Narrative (maximum 10 pages) detailing the system and scope of services, a milestone chart, and drawings/manuals.
- Price Quotation using Attachment 3 - Vendor Quotation Form. Prices must be firm for 90 calendar days.
- Past Performance using Attachment 4 - Vendor Experience and Past Performance Sheet, including 2-5 references from the past five years.
- FAR 52.225-18 Place of Manufacture provision must be completed.
