Scope of Work
The contractor will furnish all personnel, supervision, equipment, supplies, tools, and transportation necessary for non-personal scheduled and on-demand pest control and surveillance. Services will cover the entire USAG Wiesbaden footprint, including Army Family Housing (AFH) and Operations Maintenance, Army (OMA) areas. The scope includes managing various pests (rodents, household, stored product, public health, nuisance, wild animals) and carcass removal, all utilizing Integrated Pest Management (IPM) principles.
Contract Details
This is a hybrid FFP and T&M IDIQ Single Award contract. FFP applies to scheduled services (CLINs 0001 & 0003), while T&M applies to on-demand services (CLINs 0002 & 0004). The contract consists of five (5) ordering periods, from June 1, 2026, to May 31, 2031. The guaranteed minimum is EUR 1,500.00, with a maximum contract value of EUR 2,300,000.00. The NAICS Code is 561710 (Pest Control Services) and PSC is S207 (Insect And Rodent Control Services). This acquisition is unrestricted.
Submission & Evaluation
Proposals must be submitted via email ONLY in English and PDF format, with spreadsheets in editable Excel format. Evaluation will be on a Lowest Price Technically Acceptable (LPTA) basis. Technical factors include professional licenses/certifications (DIN EN ISO 9001, DIN EN 14001, German Pest Control registration), subcontracting information, and a minimum of three years of relevant experience. Supplier Performance Risk System (SPRS) will also be considered. Offerors must provide CAGE Code, UEI Number, completed SF1449, amendments, CLIN/ELIN Price Schedules, a technical volume, and representations/certifications. Registration in SAM.gov is required at the time of submission. Funds are not presently available; award is contingent upon availability of appropriated funds.
