Scope of Work
The scope encompasses the procurement and production of ADNS end items such as hardware systems for Surface, Submarines, Airborne, and Mission Operations Centers (MOCs), ancillary kits, CTUs, MFUs, production components, and lab equipment. It also covers ADNS spares, system components, and software (initial, renewals, and maintenance). Contractors will be responsible for sourcing, assembling, integrating, testing, and delivering ADNS production units per Government Production Baselines, along with Integrated Logistics Support (ILS), Configuration Management (CM), Test and Evaluation, Quality Assurance, and Installation Support. Specific requirements will be defined in individual Firm-Fixed-Price (FFP) Delivery Orders.
Contract Details
- Contract Type: Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Contract (MAC).
- Ceiling: $452,900,000 (cumulative total for all awardees over the contract life).
- Period of Performance: Anticipated award date is December 9, 2025, with a performance period of eight (8) years thereafter.
- Set-Aside: No set-aside for the MAC award; however, the Government reserves the right to set aside individual orders for small business concerns.
- Eligibility: Offerors must be U.S. companies or independent U.S. subsidiaries and capable of receiving classified documents up to the SECRET level. Foreign contractors acting as subcontractors to U.S. primes will not be considered.
Submission & Evaluation
- Proposal Due Date: August 5, 2025, at 1400 San Diego local time.
- Submission Method: Electronically via the PIEE Solicitation Module.
- Evaluation: Proposals will undergo a three-step evaluation: Acceptability of Offer, Technical Capability (Factors 1-5), and Source Selection Decision. Price or cost will not be evaluated for the base MAC award but will be a factor in delivery order selection.

Important Notes
Access to Controlled Unclassified Information (CUI) ADNS MAC Technical Documents requires an approved DD Form 2345 and a Non-Disclosure Agreement (NDA). Offerors must review Amendment 0005 and the conformed solicitation for the latest instructions, including revisions to Section L and the requirement to submit security clearance information in Vol II - Section 11. Questions regarding the solicitation were due 15 calendar days prior to the proposal submission date.
