Scope of Work

The contract requires the procurement and production of ADNS end items, including hardware systems, ancillary kits, sub-systems, assemblies, modules, spares, and Commercial-Off-the-Shelf (COTS) software (initial, renewals, and maintenance). This supports tactical Wide Area Network (WAN) capabilities for Naval communication systems. Key deliverables include ADNS Production Units/Sub-Assemblies, Spares/System Components, Software, an IDIQ Post-Award Conference, and Contract Data Requirements Lists (CDRLs). Specific requirements will be defined in individual Firm-Fixed-Price (FFP) Delivery Orders.

Contract Details

  • Contract Type: Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Contract (MAC).
  • Ceiling Amount: The not-to-exceed (NTE) ceiling for the MAC is $452,900,000.
  • Minimum Quantity: $5,000 under CLIN 0004 (IDIQ Post Award Conference).
  • Period of Performance: Anticipated award by December 9, 2025, with a contract period of eight (8) years thereafter.
  • Set-Aside: The Government reserves the right to consider the set-aside of individual orders for small business concerns.

Submission & Evaluation

  • Proposal Submission Deadline: August 5, 2025, at 1400 San Diego local time.
  • Submission Method: Electronic submission via the PIEE Solicitation Module.
  • Evaluation: Proposals will be evaluated using a three-step methodology: Acceptability of Offer, Technical Capability (Factors 1-5), and Source Selection Decision. Price or cost will not be evaluated for the MAC award but will be a factor in delivery order selection.
  • Technical Evaluation Factors (descending order): ADNS Production Processes and Capacity, Management Approach, ADNS Sample Delivery Order, Past Performance, and Small Business Participation (for Large Business Vendors only).

Eligibility & Special Requirements

  • Offerors must be a U.S. company or an independent U.S. subsidiary.
  • Offerors must be able to receive classified documents up to the SECRET level.
  • Access to Controlled Unclassified Information (CUI) requires an approved DD Form 2345 and a Non-Disclosure Agreement (NDA). Compliance with NIST SP 800-171 (Rev. 3) is required for CUI security.
  • Offerors must submit Volume II, Section 2 (Exceptions to the RFP), even if stating no exceptions.
