This amendment (0001) to Solicitation N0003925R9510 modifies the original solicitation with the following key changes:

• Attachment 5 (ADNS MAC CUI NDA) has been incorporated.

• Section L-204-HQ002 has been revised to update instructions regarding the use of SAM.gov instead of NAVWARE-commerce Central (ECC) for accessing information.

• The Estimated Effective Award Date (NAVWAR) (APR 2025) has been updated for bidding/proposal purposes to December 09, 2025.

• Section J: List of Documents, Exhibits and Other Attachments (incorporation of Attachment 5).

• Section L: Instructions, Conditions and Notices to Bidders (revision to L-204-HQ002 and update to estimated award date).

• The estimated effective date of contract award has been updated to December 09, 2025.

• Instructions for accessing the solicitation and Controlled Unclassified Information (CUI) have been updated to direct users to SAM.gov.

• Offerors must now use SAM.gov for proposal submissions as per L-204-HQ003.

Solicitation / RFP / RFQ

This solicitation is for an Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) for the Automated Digital Network System (ADNS). The scope includes the delivery of Build-to-Print (BTP) ADNS production units, Cyber Threat Upgrades (CTUs), Mission Focused Upgrades (MFUs), kits, modules, components, software, spares, and lab material for Shore, Surface, Submarine, and Airborne platforms. The contract also encompasses functions to support production activities, including program management.

• ADNS Production Units / Sub-Assemblies (including Hardware Systems, Ancillary Kits, Cyber Threat Upgrades, Mission Focused Upgrades, Production Components, and Lab Equipment).

• ADNS System Spares / System Components.

• Software (Initial, Renewals, and Maintenance).

• IDIQ Post-Award Conference.

• Contract Data Requirements List (CDRLs).

• Contract Type: Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Contract (MAC).

• Period of Performance: The contract is anticipated to be awarded around December 2025 and will have a period of performance of eight (8) years.

• Estimated Value: The multiple award contract not-to-exceed ceiling amount is $452,900,000. The cumulative total of all Delivery Orders awarded will not exceed this amount over the life of the contract. A minimum quantity of $5,000 is stated for CLIN 0004.

• Proposal Submission Deadline: July 29, 2025, at 1400 San Diego local time.

• Proposals must be submitted electronically in PDF format.

• Evaluation will be based on a three-step methodology: Acceptability of Offer, Technical Capability (Factors 1-5), and Source Selection Decision.

• Price or cost will not be evaluated for the base contract award but will be considered for each delivery order.

• Key evaluation factors include: ADNS Production Processes and Capacity, Management Approach, ADNS Sample Delivery Order, Past Performance, and Small Business Participation.

• The Government reserves the right to consider the set-aside of individual orders for small business concerns.

• Offerors must be U.S. companies or independent U.S. subsidiaries.

• Foreign contractors acting as subcontractors to U.S. prime contractors will not be considered.

• Access to Controlled Unclassified Information (CUI) requires an approved DD Form 2345 and a Non-Disclosure Agreement (NDA).

• Offerors must be able to receive classified documents up to the SECRET level.

• Questions regarding the solicitation are due no later than 15 calendar days prior to the proposal submission due date.

• Offerors shall not provide pricing for any CLINs identified in Section B.

• Firm-Fixed-Price (FFP) delivery orders will be issued under this IDIQ MAC contract.
