Scope of Work
The ADNS is a Navy Program of Record providing tactical Wide Area Network (WAN) capabilities. This solicitation covers the delivery of ADNS production units/sub-assemblies (including hardware systems, ancillary kits, CTUs, MFUs, production components, and lab equipment), ADNS spares/system components, and initial/renewal/maintenance software. The manufacturing effort involves sourcing, assembling, integrating, testing, and delivering units per Government Production Baselines. Specific requirements will be defined in individual Firm-Fixed-Price (FFP) Delivery Orders.
Contract Details
This is an Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) with a not-to-exceed ceiling of $452,900,000. The contract is anticipated to be awarded by December 9, 2025, and will have an eight-year period of performance. Delivery Orders issued under this MAC will be Firm-Fixed-Price (FFP). The Government reserves the right to consider set-asides for individual orders for small business concerns.
Eligibility & Requirements
Offerors must be a U.S. company or an independent U.S. subsidiary and capable of receiving classified documents up to the SECRET level. Access to Controlled Unclassified Information (CUI) ADNS MAC Technical Documents requires an approved DD Form 2345 and a Non-Disclosure Agreement (NDA) (Attachment 5, Rev 01). Compliance with NIST Special Publication 800-171 (Rev. 3) is required for CUI security. Contractors must also adhere to Operations Security (OPSEC) and Privileged Access Agreement (PAA)/Enhanced User (EU) Guidelines.
Submission & Evaluation
Proposals are due August 5, 2025, at 1400 San Diego local time, and must be submitted electronically via the PIEE Solicitation Module. Evaluation will follow a three-step methodology: Acceptability of Offer, Technical Capability (Factors 1-5), and Source Selection Decision. Price or cost will not be evaluated for the MAC award but will be a factor in delivery order selection. Technical evaluation factors, in descending order of importance, include: ADNS Production Processes and Capacity, Management Approach, ADNS Sample Delivery Order, Past Performance, and Small Business Participation (for Large Business Vendors only).
Key Amendments & Clarifications
Recent amendments have extended the proposal due date to August 5, 2025, and revised Sections L (Instructions) and M (Evaluation Factors). Offerors must submit Volume II, Section 2 (Exceptions) even if stating no exceptions. Security clearance information should be submitted in Vol II - Section 11. The PIEE file size limit is 1.9GB per attachment, with a combined total limit of 1.9GB.
