Scope of Work
The ADNS MAC will support the Navy's Program of Record (POR) by providing tactical Wide Area Network (WAN) capabilities. Key requirements include the delivery of Build-to-Print (BTP) ADNS production units, sub-assemblies, spares, and software (initial, renewals, and maintenance). The scope also covers Integrated Logistics Support (ILS), Configuration Management (CM), Test and Evaluation, Quality Assurance, and Installation Support. Specific requirements will be defined in individual Firm-Fixed-Price (FFP) Delivery Orders.
Contract Details
This is an Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Contract (MAC). The cumulative not-to-exceed ceiling for all awards under this MAC is $452,900,000, with a minimum guarantee of $5,000 under CLIN 0004. The contract is anticipated to be awarded by December 09, 2025, with a period of performance of eight (8) years thereafter. While there is no set-aside for the MAC award itself, the Government reserves the right to consider set-asides for individual delivery orders for small business concerns.
Submission & Evaluation
Proposals must be submitted electronically via the PIEE Solicitation Module by August 05, 2025, at 1400 San Diego local time. Questions are due 15 calendar days prior to the proposal deadline. Evaluation will follow a three-step methodology: Acceptability of Offer, Technical Capability, and Source Selection Decision. Price will not be evaluated for the MAC award but will be a factor for individual delivery orders. Technical Capability factors, in descending order of importance, are: ADNS Production Processes and Capacity, Management Approach, ADNS Sample Delivery Order, Past Performance, and Small Business Participation (for Large Business Vendors).
Eligibility & Special Requirements
Offerors must be a U.S. company or an independent U.S. subsidiary and capable of receiving classified documents up to the SECRET level. Access to Controlled Unclassified Information (CUI) requires an approved DD Form 2345 and a Non-Disclosure Agreement (NDA). Offerors must comply with NIST Special Publication 800-171 (Rev. 3) for CUI security. Proposals must be valid for at least 300 calendar days.
