Contract Details
- Contract Type: Firm-Fixed-Price plus Incentive, Multiyear, Multiple Award, IDIQ. Task Orders will also be Firm-Fixed-Price plus Incentive.
- Period of Performance: The IDIQ has a 10-year ordering period (3-year base + 4 option periods totaling 7 years). Task Orders are expected to have a 3-year base period and two 12-month option periods.

Evaluation Criteria
IDIQ Evaluation: Factor 1 (Technical: Corporate Experience) is more important than Factor 2 (Veterans' Involvement/Subcontracting Plan). Factors 1 and 2 combined are significantly more important than Factor 3 (Price). Corporate experience is evaluated based on operating a network meeting $200M in claims paid within 12 months, covering at least nine U.S. states, or demonstrating cross-section of services with implementation, program management, and IT integration across multiple states. Task Order (TOPR) Evaluation: Technical (Oral Presentation and Written Submission) is most important, followed by Past Performance, then Veteran Involvement/Subcontracting, and finally Price. This requirement is a recompete of services previously performed under contracts 36C10G19D0038, 36C10G21D0001, 36C79119D0004, 36C79119D0005, and 36C79119D0006. Offerors must submit Task Order proposals (for East and West regions) concurrently with their IDIQ proposal.
