Contract Details
This will be a Firm-Fixed-Price Plus Incentive, Multiyear, Multiple Award IDIQ contract with a potential maximum aggregate value of $700 billion and a minimum guarantee of $10,000. The period of performance includes a three-year base period and four option periods, totaling a potential ten-year ordering period. The primary NAICS code is 524114 (Direct Health and Medical Insurance Carriers) with a $47 million size standard, and the PSC is Q201 (Medical Managed Healthcare). The contract incorporates a Rolling Award strategy, with evaluation occurring in two batches. An Incentive/Disincentive Plan (IDP) will be used, tied to performance metrics such as Adverse Credit Reporting ticket volumes and Value-Based Purchasing Network Coverage.

Evaluation Criteria
Proposals will be evaluated using a Best Value Trade-off approach. The evaluation factors, in descending order of importance, are:
- Technical (Corporate Experience): This is the most important factor, requiring demonstrated performance in implementing services across multiple states, managing program operations, and supporting IT integration. Failure to collectively address these criteria will result in an unacceptable rating.
- Veteran's Involvement/Subcontracting Plan: More important than price. Large businesses must submit a Small Business Subcontracting Plan, with goals based on subcontracted service dollars.
- Price: The least important factor.

Offerors must be registered in the System for Award Management (SAM) and have an active Unique Entity Identifier (UEI) at the time of proposal submission.
