- Evaluation Factors (IDIQ):
- Technical (Corporate Experience): Most important. Requires demonstration of multi-state capabilities (prime + affiliates/subcontractors) in implementing services across multiple states, program management, and IT integration.
- Veterans' Involvement/Subcontracting Plan: More important than Price. Subcontracting goals for supplies are defined per FAR 2.101.
