Quick Summary
The Department of Veterans Affairs (VA), Strategic Acquisition Center Fredericksburg, has issued a combined synopsis/solicitation for the Community Care Network (CCN) Next Generation (Next Gen) Medical program. This initiative seeks to establish multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to procure a full range of healthcare and related services for the Veterans Health Administration (VHA). The IDIQ has a maximum aggregate value of $1 Trillion over a 10-year ordering period. Proposals are due May 8, 2026, at 2:00 PM EST.
Purpose & Scope
The primary purpose is to enable VHA to provide CCN services and healthcare resources through a network of licensed providers, driving quality, efficiency, cost savings, and a positive Veteran experience. The scope encompasses broad task areas including program/project management, medical network development and maintenance, eligibility data management, customer service, utilization management, pharmacy services, medical documentation, claims processing, program integrity, clinical quality, technology, training, appointment scheduling, and care coordination. Specific requirements will be defined at the Task Order (TO) level.
Contract Details & Timeline
This is a Firm-Fixed-Price Plus Incentive, Multiple Award IDIQ contract with a ten (10) year ordering period, structured as a three (3) year base period followed by four (4) option periods totaling seven (7) years. The minimum guaranteed amount is $10,000.00. The anticipated IDIQ award date is August 2026, with initial Task Order (TOPR) awards anticipated in January 2027.
Set-Aside & Eligibility
The IDIQ acquisition is Unrestricted. However, set-aside designations for individual Task Orders will be determined at the TOPR level based on market research (e.g., the Medical East TOPR is a Small Business set-aside, while the Medical West TOPR is Unrestricted). Offerors must be registered in the System for Award Management (SAM).
Evaluation Factors
Proposals will be evaluated using a Best Value trade-off approach. Evaluation factors, in order of importance, are: Technical (Corporate Experience), Veteran Involvement/Subcontracting Plan, and Price. Technical factors are significantly more important than Price. A rolling award strategy will be utilized. Corporate experience will be assessed based on demonstrated performance in implementing services across multiple states, managing program operations, and supporting IT integration.
Key Documents & Requirements
Key attachments include Performance Work Statements (PWS) for the IDIQ and specific TOPRs (East/West), Contractor Manuals, Price Schedules, Incentive/Disincentive Plans (IDP) for East/West, and Performance Requirement Summaries (PRS) for East/West.
