- Technology & Training: Utilizing health information interoperability standards and delivering training for network users.

Contract Details
- Type: Firm-Fixed-Price Plus Incentive, Multiyear, Multiple Award IDIQ.
- Ordering Period: Ten (10) years, comprising a three (3) year base period and four (4) option periods totaling seven (7) years.
- Minimum Guarantee: $10,000.00.
- Maximum Aggregate Value: $1,000,000,000,000.00.
- Set-Aside: Unrestricted for the IDIQ and initial Task Orders (TOPR 1 and TOPR 2 for East and West regions). Future TOPRs may be set aside.

Evaluation Factors
Proposals will be evaluated using a Best Value trade-off approach, with a Rolling Award strategy. The factors, in order of importance, are:
- Technical (Corporate Experience): Significantly more important than Price. Offerors must demonstrate multi-state capabilities through collective past performance references (prime plus affiliates/subcontractors).
- Veteran Involvement/Subcontracting Plan: Significantly more important than Price. Large businesses must submit a Small Business Subcontracting Plan meeting VA goals, with full credit for SDVOSBs and partial credit for VOSBs.
- Price: The least important factor.
