Evaluation & Submission

- Evaluation Factors (IDIQ): Proposals will be evaluated based on a Best Value trade-off approach. Factor 1 (Technical: Corporate Experience) is more important than Factor 2 (Veterans' Involvement/Subcontracting Plan). Factors 1 and 2 combined are significantly more important than Factor 3 (Price).
- Corporate Experience: Must demonstrate operating a network meeting $200M in claims paid within 12 months, covering at least nine U.S. states, or demonstrating cross-section of services with implementation, program management, and IT integration across multiple states. Multi-state capabilities can be demonstrated through collective past performance (prime + affiliates/subs).
- Veterans' Involvement/Subcontracting Plan: Goals are calculated based on subcontracted service dollars, excluding supplies. Non-veteran offerors using certified SDVOSBs/VOSBs as subs will receive partial consideration.
