Scope of Work
The contractor shall provide all labor, materials, equipment, and supervision for a fully operational, turnkey video surveillance system. This includes system design, layout, procurement, installation, configuration, testing, validation, and user orientation. The system must operate as a standalone unit, strictly isolated from any Government network, and without Wi-Fi, remote access, or cloud services.
Key Requirements
- System Components: One (1) NVR system (minimum 30-day retention, RAID 1 or 5), six (6) 4K dome cameras, two (2) 8MP fisheye cameras, three (3) 4K multi-head exterior cameras, and one (1) workstation with monitor(s), PoE switches, and UPS. All equipment must be new, commercially available, and meet or exceed stated requirements (brand name or equal).
- Installation: Provide all required infrastructure, including Cat6 cabling, conduit, mounting hardware, and junction boxes. Camera placement must ensure full coverage with no blind spots, coordinated with the Government.
- Standalone Operation: The system must operate on a local, closed network only, with no external data transmission or manufacturer cloud accounts.
- Personnel Access: Contractor personnel require background checks and must comply with all installation access, escort, and security requirements for controlled areas.

Submission Requirements
Offerors shall submit a Bill of Materials (BOM) identifying manufacturer and model number for all proposed equipment. Compliance with FAR 52.204-24 and 52.204-25 (Section 889) regarding covered telecommunications or video surveillance equipment is mandatory.
Clarifications (from Q&A)
- No building drawings are available for Building 848 (SCIF status). Ceiling heights are approx. 10.5 ft (interior) and 15-20 ft (exterior).
- "Or equal" products are acceptable for cameras, provided they meet PWS and Q&A requirements (e.g., 4K/8MP, low-light, PoE, ONVIF Profile S/T, appropriate IP ratings).
- Prevailing wage (Davis-Bacon) and union labor requirements are not applicable as this is considered a supply of equipment.
