Scope of Work
The contractor shall provide all labor, materials, equipment, and supervision for a fully operational video surveillance system. This includes:
- System Components: One (1) Network Video Recorder (NVR) with 30-day retention, six (6) 4K dome cameras, two (2) 8MP fisheye cameras, three (3) 4K multi-head exterior cameras, and one (1) workstation with monitor(s), PoE switches, and UPS.
- Installation: All required infrastructure, including Cat6 cabling (plenum-rated, shielded CAT6a), conduit, mounting hardware, and junction boxes. New conduit is required for new camera locations.
- Performance: Ensure full coverage of designated areas with no blind spots.
- Turnkey Solution: System design, layout, equipment procurement, installation, configuration, testing, validation, and user orientation.
System Requirements & Compliance
- Standalone Operation: The system must operate on a local, closed network only, without Wi-Fi, remote access, cloud-based services, or external data transmission. All storage and management must be locally hosted on the NVR.
- Equipment: All equipment must be new, commercially available, meet or exceed stated requirements, and be Section 889 compliant. Offerors may propose any manufacturer's cameras (e.g., Pelco Sarix Professional 4 series equivalents) provided they meet or exceed 4K (8MP) resolution, low-light capability, PoE, and ONVIF Profile S/T interoperability (hard requirement).
- Storage: RAID 1 or RAID 5 configuration is required for redundancy.
- Workstation/UPS: Standard commercial configurations are acceptable; a single rack-mount UPS must provide at least 30 minutes of runtime.
Key Dates & Submission
- Site Visit: Strongly encouraged on Thursday, April 9, 2026, at 1300 MDT at Cannon Air Force Base. A list of personnel for the site visit was due April 3, 2026.
- Proposal Due: Wednesday, April 22, 2026, at 1:00 PM MDT (1700 UTC). Late submissions may not be considered.
- Submission Requirements: Offerors must submit a bill of materials identifying manufacturer and model number for all proposed equipment. Section 889 compliance certification is also required.

Clarifications & Special Requirements
- Building 848: No building drawings are available due to its SCIF status. Interior ceiling heights are approximately 10.5 ft, exterior 15-20 ft.
- Personnel Security: Contractor personnel require active security clearances and will be continuously escorted within the SCIF. Background checks are required for installation access.
- Labor: Prevailing wage (Davis-Bacon) and union labor requirements are not applicable as this is considered an equipment supply (commodity).
- Warranty: A minimum one (1) year warranty on all equipment and installation is required.
- Site Conditions: Offerors are responsible for assessing site conditions (e.g., need for lifts) and including all necessary equipment and infrastructure in their proposals.
