Scope of Work
The contractor shall provide all labor, materials, equipment, and supervision for a turnkey video surveillance system. This includes:
- One (1) Network Video Recorder (NVR) system with a minimum 30-day video retention (RAID 1 or 5).
- Six (6) 4K (8MP) dome cameras.
- Two (2) 8MP fisheye cameras (one at generator OPS room exterior, one at door 114 OSA entrance).
- Three (3) 4K (8MP) multi-head exterior cameras for full coverage.
- One (1) workstation with monitor(s), PoE switches, UPS (30 min runtime), and rack-mounted equipment.
- All required infrastructure, including plenum-rated, shielded Cat6a cabling, conduit, mounting hardware, and junction boxes.
- Removal of the old system.
Key Requirements
The system must be a standalone, local, closed network solution, explicitly prohibiting Wi-Fi, remote access, cloud-based services, or external data transmission. All equipment must be new, commercially available, Section 889 compliant, and meet or exceed stated requirements (brand name or equal). Cameras must have low-light capability, PoE, and ONVIF Profile S/T compliance. Contractor personnel will require background checks and continuous escort for installation within the SCIF facility. Prevailing wage (Davis-Bacon) and union labor requirements are not applicable.

A site visit was strongly encouraged on April 9, 2026, to verify conditions. Failure to attend does not relieve the contractor of responsibility. All companies must be registered in SAM.
