• Building Drawings: No drawings are available for Building 848 due to its SCIF status.
• Camera Specifications: Offerors may propose any manufacturer's cameras (e.g., Pelco Sarix Professional 4 series equivalents) provided they meet or exceed minimum salient characteristics, including 4K (8MP) resolution, low-light capability, PoE, ONVIF Profile S/T compliance, and no unauthorized wireless or remote access capabilities.
• Storage: A local, standalone video recording solution is required, supporting 11 cameras with a minimum of 30 days of continuous recording and RAID 1 or RAID 5 configuration. Cloud storage and external network connectivity are not authorized.
• Workstation & UPS: Standard commercial configurations are acceptable for workstations and PoE switching. A single rack-mount UPS is required for the server and monitor, providing a minimum of 30 minutes of runtime.
• Cabling: Plenum-rated, shielded CAT6a is required for all cable runs. New conduit will be required for new camera locations. Existing conduit may be used for replaced cameras.
• Labor Requirements: Prevailing wage (Davis-Bacon) and union labor requirements are not applicable as the requirement is considered equipment supply.
• Security: Active security clearances are required for installation personnel, who will be continuously escorted within the SCIF.
• Section 889: All camera equipment must be Section 889 compliant. Equivalent single-sensor cameras may be accepted if they provide equivalent or better coverage.
• ONVIF: ONVIF Profile S/T interoperability is a hard requirement.
• Site Conditions: Offerors are responsible for assessing site conditions (e.g., need for lifts) and including all necessary equipment and infrastructure in their proposals. Site visit attendance was strongly encouraged.

• Building Information: No building drawings are available for Building 848 due to its SCIF status. Approximate interior ceiling heights are 10.5 ft, and exterior heights are 15-20 ft. Interior ceilings are tile edge panel, while exterior areas are mostly open structure.
• Camera Manufacturer: Offerors may propose any manufacturer, including brands comparable to Pelco Sarix Professional 4 series, provided the cameras meet the PWS and Q&A requirements. "Or equal" products are acceptable.
• Camera Specifications: Required cameras include dome, fisheye, and multi-head types meeting or exceeding 4K (8MP) resolution (8MP minimum for fisheye), low-light capability, PoE, ONVIF compliance (Profile S/T), appropriate IP ratings for outdoor use, and compatibility with local recording systems. No integrated Wi-Fi, Bluetooth, default remote access, or cloud connectivity is permitted unless explicitly approved.
• Storage & Recording: A local, standalone video recording solution is required for eleven cameras (6 dome, 2 fisheye, 3 multi-head exterior). Storage must support a minimum of 30 days of continuous recording. RAID 1 or 5 is required for redundancy. Cloud storage and external network connectivity are not authorized unless explicitly approved.
• Workstation & PoE: Standard commercial configurations for workstations, PoE switches, and UPS are acceptable if they meet system performance requirements. Workstations must support VMS for eleven cameras without degradation (modern OS required). UPS must support equipment for at least 30 minutes. All components must be compatible and allow for future scalability.
• Labor Requirements: Prevailing wage (Davis-Bacon) and union labor requirements are not applicable as the requirement is considered a supply of equipment (commodity).

Statement of Work (SOW) / Performance Work Statement (PWS)

To design, furnish, install, configure, and test a complete video surveillance system at Cannon Air Force Base, New Mexico.

• Provide a turnkey solution including system design, layout, equipment procurement, installation, configuration, testing, validation, and user orientation.

• The system will operate as a standalone unit and will not connect to any Government network.

• System Components:

  • One (1) NVR system with minimum 30-day retention.
  • Six (6) 4K dome cameras.
  • Two (2) 8MP fisheye cameras.
  • Three (3) 4K multi-head exterior cameras.
  • One (1) workstation with monitor(s), PoE switches, UPS.

• Installation: Install all hardware, cabling, and infrastructure (Cat6, conduit, mounting equipment).

• Performance: Provide full coverage with no blind spots, continuous recording, and 30-day retention.

• Standalone Operation: System must not use Wi-Fi, cloud services, remote access, or external data transmission unless approved.

• Equipment: All equipment must be new, commercially available, and meet or exceed requirements.

• Compliance: Comply with FAR 52.204-24 and 52.204-25 (Section 889).

• Full coverage with no blind spots.

• Continuous recording.

• 30-day data retention.

• Period: 30 Days After Award.

• Place: Building 848, Cannon AFB, NM.

• Security: Contractor personnel must comply with base access, escort, and background check requirements. PII submission via secure methods.

• Government-Furnished Information: Government will identify coverage areas and provide workspace access.

• Contractor Submittals: Provide Bill of Materials (BOM), product specifications, system layout, and Section 889 compliance certification.

• Inspection & Acceptance: System will be inspected for functionality and compliance. Deficiencies must be corrected at no cost.
